Grant proposal instructions

effective May 2019

Marion County Community Services has initiated a new grant application process. We will accept proposals throughout the year from any organization wishing to apply for funding from the U.S.Department of Housing and Urban Development's (HUD), Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), State Housing Initiatives Partnership (SHIP) Program and Emergency Solutions Grant (ESG).

A. All CDBG, HOME and ESG funding must support one of HUD’s national objectives:

1. Benefit low and moderate-income persons.

2. Aid in the prevention or elimination of slums or blight (in a designated area).

3. Meet community development needs having a particular urgency (existing conditions must pose a serious and immediate threat to the health or welfare of the community, be of recent origin and other sources of funding are not available).

B. Marion County Community Services will set annual funding priority goals with the amount of available funds listing the priority for funding activities. Funding for all projects is based on availability of funds. Funding is not guaranteed and is contingent upon final approval by HUD and the Marion County Board of County Commissioners.

C. Fiscal Year 2019 Community Services funding priority goals:

1. Essential (affordable) housing.

2. Homelessness.

3. Community development; public infrastructure, nonprofit bricks and mortar, nonprofit capacity building.

D. Approved proposals will be invited to submit a full application.

E. Public facilities (construction, renovation, reconstruction) projects must be shovel ready (property owned, plans completed, budget completed; acquisition project must have property identified, zoning approved and all funding committed).

Must have approved Pre-Application Proposal and an invitation to Apply. Must apply on-line through ZoomGrants. Must submit complete proposal/application with all required documents attached. Applications that are substantially incomplete, missing documentation required or lacking any other supporting documentation may not be accepted or considered for funding.


Restrictions  [hide this]

Construction/Rehabilitation/Reconstruction/Public Facilities projects must be shovel ready, with full ownership of the property (this may include architectural drawings and zoning approval).

The following items are eligible for assistance under COVID-19:

Under ESG Emergency Shelter: Homeless Shelters: supplies, furnishings, equipment and transportation; non-congregate shelter for symptom free/negative homeless family/indidivual turned away from the shelter due to overcrowding; outreach equipment, medical care case management and transportation.

Under CDBG Public Service: activities must be in response to the pandemic and either a new or an increase in service to the community.
