OVERVIEW:
The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) for Residential Treatment Facility capital development with funding from the Crisis Care Centers (CCC) Levy.
DCHS is seeking Behavioral Health Agencies (BHAs) to develop and operate new Residential Treatment facilities, aiming to restore King County’s mental health residential facilities capacity to at least the 2018 level of 355 beds. Allowable costs for awarded contracts include those associated with developing and constructing Residential Treatment facilities, such as purchasing land, acquiring existing facilities, planning and design, building renovations or expansions, new construction, and other capital pre-development and development expenses. Neither this RFP nor the CCC Levy provide operational funding. Operational funding, including Medicaid and other payor sources, will be contracted subsequently to Proposers in advance of site openings.
