OVERVIEW:

The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) for Residential Treatment Facility capital development with funding from the Crisis Care Centers (CCC) Levy.

DCHS is seeking Behavioral Health Agencies (BHAs) to develop and operate new Residential Treatment facilities, aiming to restore King County’s mental health residential facilities capacity to at least the 2018 level of 355 beds. Allowable costs for awarded contracts include those associated with developing and constructing Residential Treatment facilities, such as purchasing land, acquiring existing facilities, planning and design, building renovations or expansions, new construction, and other capital pre-development and development expenses. Neither this RFP nor the CCC Levy provide operational funding. Operational funding, including Medicaid and other payor sources, will be contracted subsequently to Proposers in advance of site openings.

This request is open to for-profit and nonprofit organizations, Community-Based Organizations, tribes and tribal organizations, and public or governmental agencies that can meet the minimum qualifications. Small nonprofits and Community-Based Organizations that meet the minimum qualifications are encouraged to submit a Proposal.

Eligible Proposers must meet the following minimum qualifications/eligibility criteria:

A.    Minimum Qualifications

  1. Proposer is licensed as a BHA or out of state equivalent.

B.    Desired Qualifications

  1. Proposer can increase CCC Levy efficiency by proposing restoration, rehabilitation, or otherwise using a facility that is already licensed, already sited, or otherwise already meets regulatory requirements.
  2. Proposer can increase access to Residential Treatment beds throughout King County by opening or expanding new Residential Treatment capacity in areas where few or no similar Residential Treatment facilities exist.
  3. Proposer can increase Equity in Behavioral Health system access by proposing funding for an organization with expertise and experience providing CLAS for populations experiencing Behavioral Health inequities.
  4. Proposer can offer integrated substance use disorder treatment options (either internally or through partnership).
  5. Proposer can provide care to Priority Populations
  6. Proposer has a demonstrated track record of successful fiscal management.
  7. Proposer has a demonstrated track record of responsible reporting of performance measurements.

C.    Capital Facility Use

Residential Treatment facilities that offer the following types of programs will be prioritized to receive expansion capital funds:

  1. Up to two programs (up to 16 beds each) that will deliver a relatively high intensity of treatment programming, will provide a relatively more structured and monitored treatment environment, and will be able to accommodate the following populations:
    1. Individuals with a co-occurring mental health and substance use disorder condition needing a high intensity of substance use disorder treatment and stabilization.
    2. Individuals at higher risk for concerning or dangerous behaviors (e.g., aggressive behaviors, suicidal ideation, or self-harm behaviors).
    3. Individuals who may need a relatively short and more intensive treatment episode.
  2. Up to three programs (consisting of 16 beds each) that will provide treatment programs with opportunities for community integration in South King County
  3. One program of up to 16 beds that will serve clients 13-17 years of age, with programming and structure to provide care for adolescents with disruptive or aggressive behaviors and that can accommodate and provide specialized care for adolescents with co-occurring intellectual or developmental disabilities.
  4. Priorities for all programs to be selected include:
    1. Provision of Evidence-Based Practices for populations they will be serving (e.g. Dialectical Behavioral Therapy (DBT), Cognitive Behavioral Therapy (CBT) for psychosis)
    2. Provision of culturally and linguistically tailored treatment for racial/ethnic minority populations.
    3. Provision of integrated and robust substance use disorder treatment options
    4. Occupational therapy services
    5. Provision of accommodations for and specialized interventions for individuals with co-occurring intellectual or developmental disabilities or brain injuries
  5. Facilities located within the South King County region.

D.    Capital Development

Proposals must be for the acquisition, and/or development of mental health or co-occurring Residential Treatment facilities, such as, but not limited to, purchasing land, acquiring an existing facility, planning and design, building renovation or expansion, new construction, and other capital pre-development and development costs. Proposals should describe:

  1. Site identification or process to identify one.
  2. Development timeline feasibility.
