A complete application puts the project in consideration for both the Xeriscape Incentive Program and Allotment Management Program. 

Xeriscape Incentive Program (“XIP”)

Fort Collins Utilities customers can receive a rebate for replacing grass with an eligible low-water landscape. Irrigation-only projects may be considered for funding. Projects must be approved prior to installation. 

Commercial water taps served by Fort Collins Utilities can receive up to $1.50 per square foot of area converted, maximum $15,000 per project. 

Eligible Utilities water customers may include: HOAs, multi-family complexes, businesses, faith-based organizations, schools, parks, government entities and other commercial customers. 

Projects:

  • Must receive water from Fort Collins Utilities
  • Show an estimated long-term reduction of water
  • Be approved through the Minor Amendment process prior to being considered for XIP.

Allotment Management Program (AMP)

The Allotment Management Program provides eligible Utilities water customers with a temporary waiver from their Excess Water Use surcharges if they meet certain qualifications and submit an application detailing a project that demonstrates a long-term water reduction.

Program Approval

Both programs operate on a "first come, first served" basis. Acceptance into either program is contingent on 1) meeting eligibility requirements and 2) a complete application with all required documents. 

AMP eligibility relies on a property meeting specific requirements. All properties will be evaluated by staff during application review. You will be notified if your property is eligible for the Excess Water Use surcharge waiver through AMP.

Approval for participation in either program is contingent upon the following requirements:

  1. Applicant must be a Fort Collins Utilities commercial water customer.
  2. Project must demonstrate a plan for long-term outdoor water reduction.
  3. Project has received approval of Minor Amendment from the City's Zoning department.*

Prior to submitting a XIP application, project needs to have had Minor Amendment approved. If you'd like to discuss your project ahead of applying for Minor Amendment, reach out to XIP staff at xeriscape@fcgov.com.
