Public Hearing
At least one public hearing must be conducted by the city/town or county applicant prior to submitting the CDBG application. The hearing notice must be published at least 5 days before the hearing date.
The public hearing is to obtain citizens’ views on community development and housing needs and to receive input on proposed projects under consideration for CDBG funding. Required Public Hearing Handouts are located in the Library Tab.

All costs must be reasonable and allowable based on 2 CFR 200 and eligible under the CDBG program requirements.
General administration costs are limited to activities necessary to administer the CDBG grant contract.
CDBG-CV funds can cover eligible costs incurred as of March 27, 2020 (CARES Act) until the CDBG contract end date in 2021 (to be determined). Under the National Environmental Policy Act (NEPA), costs incurred prior to the grantee’s completion of the required NEPA review and certification must be NEPA Exempt or Categorically Excluded Not Subject to Section 58.5. Otherwise, no choice limiting actions may occur with CDBG or non-CDBG funds prior to the completion of the NEPA review and certification. After contract execution, grantee recipients will provide additional activity and cost detail with each reimbursement request using a 2020 Expenditure Report and A-19 Voucher Distribution form. If unsure about eligible costs, consult your CDBG project manager.
