The Washington State Department of Commerce hereafter called "COMMERCE,” is initiating this Request
for Proposals (RFP) to solicit proposals from small-sized community-based organizations with annual
operating expenditures under $500,000 to provide reentry services and supports for formerly incarcerated
persons to facilitate successful transitions to the community. These proposers will likely include by-and-for,
faith-based, and grass-roots organizations who may rely heavily on volunteers to operate and have
obtained 501(c)(3) status. Contractors will be awarded an amount not to exceed $150,000.
At least 50 percent of the funding will be allocated to Proposals delivering services in rural counties. (For
definition of “rural county,” see section 1.8 of this RFP.)
NOTE: Programs that have an active contract funded by the Reentry Grant Program through
COMMERCE’s Office of Firearm Safety and Violence Prevention/Community Safety Unit are NOT
eligible to apply for this funding.
