This request is open to nonprofit organizations, community-based organizations, tribes, and tribal organizations and public or governmental agencies serving communities in King County. Small nonprofit, community-based Black, Indigenous, and other Communities of Color-led organizations are encouraged to submit proposals.

Additional consideration will be given to programs representing communities that have been disproportionally affected by the residual impacts of the COVID-19 pandemic and organizations that allow for geographic diversity among funded organizations.

This funding will be prioritized for community-based organizations that hold a King County DCHS contract as a senior center or as part of a senior hub. Organizations that do not currently hold a DCHS contract must meet the definition of a senior center as outlined in the Glossary and Terms and provide considerable evidence that the community the organization serves recognizes that entity as a senior center.

 Applicants must meet the following eligibility criteria in order to be considered:

• Hold a current contract with King County DCHS as a senior center or as part of a senior hub, or meet the full definition of senior center as described in Section VIII., GLOSSARY OF TERMS of this RFP.
• Have been operating as a senior center either through an existing King County DCHS contract or by meeting the full definition of senior center, as described above, as of January 2019.
• Acknowledge understanding of and ability to comply with Executive Order #ACO-8-28-EO, which requires workers of King County contractors to be fully vaccinated before beginning work if the workers will be 1) providing on-site services on county property or in county facilities, or 2) providing services requiring interaction with the general public. See Section IX.B.3, RFP AND CONTRACT TERMS: Contract Terms: Mandatory Vaccination for COVID-19 due to Public Health Emergency.
• Be located in King County and predominately serve seniors who reside in King County
• Submit a timely application within the scope of work of this RFP as outlined in Section II. C., RFP OVERVIEW: The Request.

Additionally, Applicants for economic impact awards must be a nonprofit organization.

Applications pursuing program awards:

• Responses to summary questions (Summary Questions tabs of ZoomGrants), including attestations that indicate applicant’s willingness and capacity to respond to federal requirements associated with receiving ARPA funds and and the King County Executive Order #ACO-8-28-EO.
• Responses to narrative questions specific to the avenue of funding applicant is pursuing (Narrative Questions tab of ZoomGrants). This includes a narrative response demonstrating COVID-19 impacts to Applicant’s operating budget.
• An estimated 10-month budget and budget narrative covering proposed goals, activities and outcomes (Uploaded to the Required Documents section of ZoomGrants)

Applications pursuing economic impact awards:

• Responses to summary questions (Summary Questions tabs of ZoomGrants), including attestations that indicate applicant’s willingness and capacity to respond to federal requirements associated with receiving ARPA funds and the King County Executive Order #ACO-8-28-EO
• Responses to narrative questions specific to the avenue of funding applicant is pursuing (Narrative Questions tab of ZoomGrants)
• At this stage, Applicants may include financial documentation demonstrating COVID-19 impacts to Applicant’s operating budget. If an application is recommended for additional analysis, these documents will be required.

Supporting documentation may include: a detailed budget comparing operating expenses versus revenue for 2019 compared to the same line items for 2020 and/or 2021; 990 Forms from 2019 and 2020 and any financial documentation for 2021 that verifies the difference in total operational budget between 2019 and 2021; and any assistance payment award letters from local, state, or federal jurisdictions during this time, such as Paycheck Protection Program (PPP) loans or CARES Act awards.
