Please refer to the RFQ document under the Library tab to see the full RFQ details. Applicants are advised to review these documents in their entirety for guidance on the purpose, requested services, application questions, and deadlines. Applicants are responsible for regularly checking ZoomGrants for any updates, clarifications, or amendments that may be uploaded.

OVERVIEW:  

The Best Starts for Kids (Best Starts) King County Department of Community and Health Services (DCHS) and Public Health – Seattle & King County (PHSKC) are pleased to release this Request for Qualifications (RFQ) for Technical Assistance and Capacity Building (TA and CB) providers to support organizations who are either (1) interested in Best Starts funding opportunities; or (2) Best Starts funded.

The purpose of this RFQ is to procure approximately 16 to 20 skilled organizations and/or individuals to support Best Starts by providing as-needed Technical Assistance (TA) and Capacity Building (CB) consulting services to community-based organizations (CBOs). Best Starts offers free TA and CB rooted in community strengths, needs, and values. Best Starts technical assistance providers will provide application assistance to CBOs applying for Best Starts funds. Best Starts capacity builders will provide on-demand support for organizational development and long-term sustainability to Best Starts-awarded organizations.

COMMUNICATION:

The RFQ Coordinator is the sole point of contact for this procurement. All communication regarding the subject matter of this opportunity between the applicants and DCHS upon release of this RFQ must be through ZoomGrants or the RFQ Coordinator, as follows:

Eligibility and Qualifications  [hide this]

This announcement is open to not-for-profit organizations, CBOs, tribes and tribal organizations, public or governmental agencies serving communities in King County, and private consultants with expertise in the needs of young children, families, communities, and the systems that serve them. Applicants must have experience providing culturally responsive TA and/or CB services to a diversity of CBOs. Community-based individuals and organizations are encouraged to submit applications.  

The most qualified applicants for Technical Assistance contracts will possess the following:

  1. Knowledge of public funding processes and experience writing grants and applications;
  2. Cultural responsiveness and multi-lingual capabilities;
  3. Thorough understanding of how institutional racism and other forms of institutional discrimination have prevented CBOs from receiving public funds;
  4. Demonstrated ability and experience providing support, coaching, and/or technical assistance to CBOs, particularly small, community-led organizations;
  5. Experience with tools that facilitate remote work.

The most qualified applicants for Capacity Building contracts will possess the following:

  1. Deep knowledge and appropriate expertise, skills, and experience in one or more of the core nonprofit management systems that are essential for organizations to fulfill their missions, listed in Section II, C;
  2. Cultural responsiveness and multi-lingual capabilities;
  3. Thorough understanding of how institutional racism and other forms of institutional discrimination have limited CBOs’ capacity to grow and more fully meet community needs;
  4. Demonstrated ability and experience providing one-on-one support, coaching, group training, peer learning opportunities, and/or other capacity building to CBOs, particularly small, community-led organizations;    
  5. Experience with tools that facilitate remote work.

The BSK response to all questions received will be posted as an RFQ addendum on ZoomGrants.

If potential Applicants experience technical difficulties with ZoomGrants leading up to the due date, please email your Application to the RFQ Coordinator directly to avoid a late submission.

Applicants are encouraged to complete their Application early to avoid any difficulties or errors in submission. BSK is not responsible for any technical difficulties that an Applicant may experience, and late submission may result in rejection of an Application.
