The City of Toledo has received CDBG-CV funding through the Coronavirus Aid, Relief and Economic Security Act (CARES Act 2020) to support critical community services during the COVID-19 Pandemic.  Community Partners including non-profit organizations, faith based groups and for-profit organizations are invited to apply for CARES ACT 2020 supplemental CDBG-CV funding to address COVID-19 related needs.  The proposals must meet National Objectives as defined by HUD to support Low- to Moderate-Income persons/families and/or Urgent Need.    

Project(s) evaluation criteria will include the following:  experience and capacity, readiness of the project, proposed impact and potential for completing the project expeditiously. Only projects that meet the U.  S. Department of Housing and Urban Development's (HUD) criteria for CDBG-CV funding and meet the priorities outlined for the City of Toledo will be awarded funds through this application process.

There is no match requirement and applications may be submitted for eligible activity costs already expended. 

The minimum request amount is $10,000 and the maximum request amount is $500,000 with the City's discretion to waive for projects demonstrating exceptional need.  

All applicants are encouraged to thoroughly review CARES Act 2020 provisions and explore other funding sources that may be more appropriate than CDBG-CV.  

Applicants must electronically submit this application by Thursday, April 30, 2020 at 5:00 p.m. 

Late applications will not be accepted and the system will automatically shut-down at 5:00 p.m. on Thursday, April 30, 2020.

CDBG Eligible Activities   [hide this]

  • Buildings and Improvements, including Public Facilities to support COVID-19 response needs:
    • Construct a facility for testing, diagnosis, or treatment
    • Rehabilitate a community facility to establish an infectious disease treatment clinic
    • Acquire, and quickly rehabilitate (if necessary) a motel or hotel building to expand capacity of hospitals to accommodate isolation of patients during recovery 
  • Assistance to Businesses, including Special Economic Development Assistance to ensure stability and resiliency of businesses impacted by COVID-19:
    • Provide grants or loans to support new businesses or business expansion to create jobs and manufacture medical supplies necessary to respond to infectious disease
    • Provide technical assistance, grants, loans and other financial assistance to establish, stabilize, and expand microenterprises that provide medical, food delivery, cleaning, and other services to support home health and quarantine
  • Public Service activities (Public Service Caps waived) to support COVID-19 activities:
    • Carry out job training to expand the pool of health care workers and technicians that are available to treat disease within a community
    • Provide testing, diagnosis or other services at a fixed or mobile location 
    • Provide equipment, supplies and materials necessary to carry-out a public service 
  • Planning, Capacity Building and Technical Assistance to community organizations or community partners to develop and implement COVID 19 related response plans:
    • Grant funds to units of general local government may be used for planning activities in conjunction with an activity, they may also be used for planning only as an activity
    • Gather data and develop non-project specific emergency infectious disease response plans
