The City of Toledo has received ESG-CV funding through the Coronavirus Aid, Relief and Economic Security Act (CARES Act 2020) to support critical community services during the COVID-19 Pandemic.  Community Partners including non-profit organizations, homeless service providers,  faith based groups and for-profit organizations are invited to apply for CARES ACT 2020 supplemental ESG-CV funding to address COVID-19 related needs.  The proposals must meet National Objectives as defined by HUD to support Low- to Moderate-Income persons/families and/or Urgent Need.   

Projects evaluation criteria will include the following:  experience and capacity, readiness of the project, proposed impact and potential for completing the project expedititiously. Only projects that meet the U.  S. Department of Housing and Urban Development's (HUD) criteria for ESG-CV funding and meet the priorities outlined for the City of Toledo will be awarded funds through this application process.

There is no match requirement and applications may be submitted for eligible activity costs already expended. 

The minimum request amount is $10,000 and the maximum request amount is $500,000 with the City's discretion to waive for projects demonstrating exceptional need.  

All applicants are encouraged to thoroughly review CARES Act 2020 provisions and explore other funding sources that may be more appropriate than ESG-CV.  

Applicants must electronically submit this application by Thursday, April 30, 2020 at 5:00 p.m. 

Late applications will not be accepted and the system will automatically shut-down at 5:00 p.m. on Thursday, April 30, 2020.

ESG Eligible Program Costs  [hide this]

  • Emergency Shelter - Shelter Operations to support COVID-19 eligible costs:
    • Supplies - Cleaning supplies such as bleach, disinfectant wipes, scrubbers, and mops
    • Equipment - Washers, dryers, portable hand washing stations
    • Transportation - Train or bus tokens, taxi or rideshare for program participant travel to and from medical care 
  • Street Outreach to support COVID-19 eligible costs:
    • Urgent physical needs - Hand sanitizer, soap, tissue packets, masks 
    • Equipping staff with masks, disposable gloves, hand sanitizer, other personal protective equipment 
    • Case Management - Coordinating medical care 
  • Expanded Staffing to support COVID-19 activities:
    • The hiring of additional staff to support infectious disease preparedness

  • Homeless prevention including direct financial assistance to stabilize housing for vulnerable populations
