The Richland County COVID-19 Pandemic Relief Grant will support nonprofits in our county that provide direct services in response to the COVID-19 pandemic as well as provide necessary support to small businesses in three major sectors: retail trade; foodservice; and arts, entertainment, and recreation whose needs are not likely to be addressed by the federally funded C.A.R.E.S Act. While the aforementioned business sectors have been established as priority by the County, this is not an all-inclusive list of business sectors, and all are encouraged to apply. Priority will be given to organizations that are working with populations disproportionately impacted by this crisis. Businesses requesting grant funding may request up to $10,000. This is a competitive process and funding is not guaranteed.

Richland County may partner with 501(c) (3) nonprofit organizations that:

  1. Demonstrate that its programs target individuals, families, and/or communities impacted by COVID-19 and the government response thereto; and
  2. Demonstrate that its programs can measure performance according to established indicators required by Richland County Government.

Businesses with 50 or less employees that are physically located within Richland County and have been in business for at least one year are eligible to apply for this program.

In certain emergency situations (such as the 2015 flood response), Richland County is open to funding agencies that do not currently receive other County grant funds, including VOADs and faith-based organizations. These agencies must directly serve individuals affected by COVID-19 and the government’s response thereto in the areas of basic needs, shelter, food, rent/utility assistance, access to medical care or prescriptions/devices. To ensure financial accountability, organizations should currently have, and be able to provide upon request, the following documents:

  • An Internal Revenue Service 501(c)(3) determination letter
  • A charitable registration letter from the Secretary of State
  • Operating by-laws and articles of incorporation
  • Recent IRS Form 990 (short form is acceptable)
  • Have at least one paid staff person
  • Demonstrate ability to manage and report on expenditures
  • Complete annual financial statements prepared in accordance with generally accepted accounting principles
