The following requirements apply to all three (mortgage, rent or utility assistance)  Supporting documentation must be uploaded in the 'Documents' tab. Applications must be complete for review. Submittal of an application is not a guarantee of assistance: 

1. Households must show they have been directly financially impacted by COVID-19.  Persons in a federally subsidized unit are not eligible for assistance. (Contact your PHA or HUD as other resources are available in this category).
2. Applicants must be a resident of McKinney within City Limits and must meet income limits under HUD guidelines up to 80% of Area Median Income.  To verify if your address is in Collin County, please visit: https://gis.collincountytx.gov/
3. Each adult in the household (18 yrs and over) must submit proof of income documentation - paystubs etc. - upload on 'Documents' tab.  Those who cannot, must submit a signed Letter of Explanation located in the 'Documents' tab.  
4. All adult members of the household (18 yrs and over) must submit two (2) months' proof of income being financially impacted by COVID-19. This includes complete pay stubs, Social Security/SSI, Pension, Unemployment benefits, Retirement, Disability, etc.  Those who cannot provide documentation of income, must submit a  must signed Letter of Explanation, located in the 'Documents' tab.
5. Self-Employed applicants must provide documentation to show the difference of income before and after being financially impacted by COVID-19.  Documentation of required business closing and pre-post COVID banking account statements fulfill this requirement.
6. Full-time high School or college students, in eligible households, must provide proof of enrollment. This does not apply to the Head of Household. 
7. If applying for Utility Assistance, applicants must submit the utility bill(s) for the month(s) assistance is being requested. 
8. If applying for Rental or Mortgage Assistance, applicants must submit their lease agreement or most recent mortage statement(s) for the month(s) assistance is being requested. 
9. Participation under this program will also require other supporting documents for consideration, including an affidavit that the person has not or will not have a duplication of benefit for the funds requested from any other federally funded program for the same purpose or expense. 

The following restrictions apply to all McKinney assistance programs: 

1. Assistance is available only for McKinney city limit residents. (Please contact Collin County or City of residence, if you are not a resident of the City of McKinney.
2. For mortgage assistance seekers: Assistance for late fees  or the property tax portion of your escrow (mortgage) will not be included.
3. Length of assistance provided will depend on type of assistance provided, as well as other factors.  Only the amount of your rent/mortgage, utility bills up to $2,500/month, may be provided.  Property inspections to verify living may be required.  Assistance must be within Fair Market rate.
4. Mortgage and rental payments will be made directly to the landlord, mortgage or utility company to be credited to the account indicated in the application.  Payments will not be made to the applicant.  
5. Assistance is not available to residents of federally subsidized housing;  please contact your assigned public housing authority to be advised of other available assistance. 
6. Assistance is not available to families living in units owned by immediate family members, where payments will benefit the owners.  Immediate family ties include (whether by blood, marriage or adoption) the spouse, parent (including a stepparent), child (including a stepchild), brother, sister (including a stepbrother or stepsister), grandparent, grandchild, and inlaws.
