The City of Lewisville (COL) has received Community Development Block Grant COVID 19 (CDBG-CV) funding through the CARES Act from the U.S. Dept. of Housing and Urban Development (HUD) to support critical community services during the COVID-19 Pandemic. COL is seeking proposals from eligible certified nonprofits organization, that provide critical services that can prevent, prepare for, and respond to the coronavirus, Public Services activities (24 CFR 570.201) which meet HUD National Objectives for community development needs; such as Activities benefiting low-and-moderate-income persons (24 CFR 570.208(a)), Activities which aid in the prevention or elimination of slums or blight (24 CFR 570.208(b)), and Urgent Need (24 CFR 570.208(c)) to support Low-to-Moderate Income persons/families residing in Lewisville. 

Only projects that meet the U.S. Department of Housing and Urban Development's (HUD) criteria for COVID-19 CDBG-CV funding and meet the priorities outlined by the HUD Guidelines will be awarded funds through this application process.

Eligible Participating Non-Profit Agencies may submit proposal(s) for projects serving residents of Lewisville impacted by the government restrictions to prevent or lessen the spread of the coronavirus, in turn, reducing the economic impact. In addition to the specific eligibility criteria of the CARES Funding, all other HUD CDBG regulations apply unless otherwise specified in the CARES ACT.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) APPLICANTS

FOR:               COVID RELIEF (AUGUST 2020 – SEPTEMBER 2021)

This Notice of Funding Availability (NOFA) announces that the 2020 Request for Proposals (RFP) for CDBG CARES Act CV funding will be available August 11, 2020.  $361,844 will be available in CDBG CV funds; the amount available is based the City of Lewisville’s population.  Funds are available for a one-year grant cycle.  Funds must be used for prevention, preparation and response to hardships created by the Corona Virus Pandemic. 

Eligible areas of Focus are: Internet Connectivity; Domestic Violence & Child Abuse; Child Care; Mental Health. Only programs supporting the outlined categories are eligible to apply for funding.  The Community Development Block Grant Advisory Committee will review proposals in the light of these needs. 

New and previously funded applicants will be scored on the same criteria. New proposals will need to demonstrate that funding will provide for new or expanded delivery of services and cannot be used to substitute for other funding sources. In view of funding limitations in Federal and local programs, the process for allocation of these funds will be very competitive. Successful application for past funding in no way guarantees that funding will be awarded from CDBG CARES Act funds. Guidance on CDBG eligibility, policies, and procedures will be provided as a downloadable attachment on the application website. 

If an agency is awarded funding, a contract will be made effective on or after October 5, 2020. The contract will allow for reimbursement up to the amount of the award for actual social services delivered to Lewisville residents. Funded agencies will submit requests for payment including detailed reports on clients and services. The applicant will identify and define a basic unit of service and will calculate the associated cost per unit that will form the basis for reimbursement.

The RFP is open to non-profit and government agencies that have eligible social service programs.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM POLICIES & PROCEDURES

Removal of Funding Restrictions

Whereas the CDBG program generally has a 15% cap on funding eligible organizations for the purpose of providing public service programs that address the needs of low-to-moderate income persons, the CARES Act allows that CDBG-CV funds may be used for this purpose without this restriction.

Agency Eligibility

The following agencies are eligible to apply for funding from the Community Development Block Grant Program:

  1. All non-profit, 501(c)(3), tax exempt agencies (administrative capacity must be demonstrated as part of the application process or by past )
  2. Governmental agencies

 

Agencies must have a local board of directors or advisory board that governs the agency. The board must be of sufficient size to be representative of the diversity of the community served.

Criteria

Applications shall be received by the City staff and the Lewisville Community Development Block Grant Advisory Committee for review to determine if the following criteria are being met:

  1. The agency is a 501(c)(3) designation from the IRS. This does not apply if the agency is a governmental agency that meets other application
  2. The agency must have or obtain a unique DUNS number.
  3. The application must address an eligible COVID Relief Area of Focus.
  4. The application must propose a program or project listed as an eligible activity in HUD regulations at 24 CFR 570.201 – 206.
  1. The proposed activity must meet a National Objective of the CDBG

 Selection and scoring criteria for the CDBG-CV funding expands on the annual CDBG Request for Proposals (RFP) with three goals in mind: to streamline the process for returning applicants, to expedite the application and selection process, and to tailor the process to the hardships of COVID-19.

Eligible Areas of Focus

Following discussions with non-profit providers and other government agencies, the City of Lewisville adopted the focus areas below for CDBG-CV funding.  Considerations included avoiding duplication of services where some needs are being addressed by other funding sources, and assessment of needs which were especially impacted by the COVID-19 crisis.
