Catholic Charities of Dallas, in partnership with Cedar Hill's Resident Emergency Assistance Program, provides Rental/Mortgage and/or Utilities assistance with funding from the Department of the Treasury, COVID-19 (CARES Act) and requires the following information. All documentation submitted is kept strictly confidential. Submitting an application does NOT guarantee funding.

Funds are reserved once: eligibilty is established, complete supporting documentation has been submitted and verified, and a funding decision has been made. Promptly completing your application and uploading all requested documents, will expedite your application. Due to the volume of application, there is no need to call to inquire the status of your application. You will be contacted as soon as your application is approved.

Residents can apply with Dallas County Emergency Housing Assistance Program for water and sewer bill assistance Dallas County EHAP

The following requirements apply to both mortgage/ rent assistance and/ or utility assistance (gas and electricity only) within the Resident Assistance Program and your supporting documentation must be uploaded in the 'Documents' tab: 

  1. Households must show they have been directly financially impacted by COVID-19 and must have one of the following as proof.
    • Childcare or school closure letter
    • OR a signed letter from you stating that you are a single parent who had to leave work because of childcare/school closure (must include name of school, name of child(ren) and grade(s))
    • Letter from employer showing job loss or reduction in hours due to COVID 
    • Pre and post COVID paystubs showing reduction in hours/income
    • Pre and post COVID bank statements showing loss of income
    • Medical documents showing increased healthcare cost or inability to work during COVID due to high-risk of contracting the virus
    • Bill(s) showing increased childcare costs
    • If single parent and had to leave work due to school of childcare closure: 
  2. Applicants principal residence must currently be in the City of Cedar Hill .
  3. Each working adult in the household (18 yrs and over) must complete a Coronavirus Impact Certification if unable to obtain a letter from employer showing job loss or reduction in hours due to COVID (Sample in Document Tab). The adult must also write a signed statement detailing their attempt to obtain an employer letter and explaining the situation of job loss or income reduction.
  4. All adult members of the household (18 yrs and over) must submit one (1) months' proof of income BEFORE (pre-March 1, 2020) & 1 month of your CURRENT INCOME being financially impacted by COVID-19. This includes complete pay stubs, Social Security/SSI, Pension, Unemployment Benefits, Retirement, Disability, etc.  Those who cannot provide documentation of income, must submit a Declaration of Income Statement (See Document Tab)
  5. Self-Employed applicants must provide documentation to show the difference of income before and after being financially impacted by COVID-19.  Documentation (Profit/Loss statement) of required business closing and pre/post COVID banking account statements fulfill this requirement.
  6. Applicants must submit their current lease agreement or most recent mortgage statement(s) and/or utility bills for the month(s) of assistance that is being requested.
  7. Applicants should prove their household size (ex. tax return listing all household members as dependents, SNAP Benefits letter, lease agreement with all household members listed) and identity of all household members (ex: Social Security cards, birth certificates, State ID or licenses, passports, etc.)
  8. Applicants must provide proof of residency and occupancy.

The following restrictions apply to the City of Cedar Hill - Resident Assistance Program

  1. Assistance is available only for residents of the City of Cedar Hill. 
  2. Initial assistance is provided for past-due rent/mortgage and/or utilities dating back to March 1, 2020. Only the amount of your past-due rent/mortgage and/or utilities can be provided - up to $1,500 per month for a max of 3 months - as funding is available. Assistance for property tax portion of escrow mortgage will not be included. 
  3. Payments will be made directly to the landlord/mortgage lender and/or utility provider to be credited to the account indicated in the application. Payments will not be made to individual applicants.  
  4. Assistance is not available to residents of public housing or Section 8 voucher holders.
  5. Assistance is not available for residents currently receiving CARES Act-funded housing assistance.
  6. Assistance is not available to families living in units owned by immediate family members. Immediate family ties include (whether by blood, marriage or adoption): the spouse, parent (including a step-parent), child (including a stepchild), brother, sister (including a stepbrother or stepsister), grandparent, grandchild, and in-laws.
  7. Applicants must verify household income at or below 120% of the below Area Median Income

    8. Applicants may not be a City of Cedar Hill Council Member or an immediate family member of a City of Cedar Hill Council Member.

    9. Applicants must be the primary lease/mortgage holder in a multifamily unit or single family home within the City of Cedar Hill.

    10.  Applicants can only apply for rent/mortgage and/or utilities related to homestead.
