The City of Port St. Lucie CDBG-CV2 COVID-19 Small Business Grants are designed to help business owners negatively impacted by the COVID-19 pandemic recover some of their losses and continue operating. Funds are allocated out of the US Treasury’s State and Local Fiscal Recovery Fund (SLFRF) as part of the federal American Rescue Plan Act (ARPA) under the Community Development Block Grant COVID-19 (CDBG-CV) Round 2 program, distributed by the Department of Economic Opportunity (DEO).
- Minimum grant award: $2,500
- Maximum grant award: $10,000
- If your business received more than $5,000 in prior COVID-19 support, the maximum grant is $7,500
Please read the Program Guide in the Library linked below for a full description of the program and all of the requirements. Here below are the main eligibility guidelines for you to check. It is highly recommended that you read the Program Guide in its entirety before you apply.
Disproportionately impacted businesses:
The U.S. Treasury considers the following small businesses “disproportionately impacted” by the COVID-19 pandemic and "presumed eligible" for assistance. You still need to meet all basic grant qualifications and show proof of your financial losses:
Small businesses operated by a Tribal government or operating on Tribal land
Small businesses located in a Qualified Census Tract (QCT), see instructions below. If your business is not located in a QCT you must qualify as an individual low- or moderate- income household. See the "Program Guide" in the "Library" tab here in the ZoomGrants portal or on our website for more detailed instructions.
Small businesses within the Travel, Tourism and Hospitality Industries (Examples: restaurants, cafes, bars, hotels, bed & breakfasts, tourism businesses, travel agents, transportation businesses, etc.)
All businesses applying for this grant must show a COVID-19 related financial loss:
Businesses must upload documents showing COVID-19 financial losses.
- The grant amount you receive cannot be higher than your actual losses.
- Minimum losses must be $2,500.
- There are several methods to choose from to show your losses.
- You can pick the method that shows your greatest losses.
All businesses must either be located in a Qualified Census Tract (QCT) or be qualified as a low- to moderate- income household in order to qualify for the grant:
To determine if your primary place of business is located inside one of the QCT locations please search the address in the online map by clicking on the link below:

If your primary place of business is NOT located inside one of the Qualified Census Tract (QCT) locations your business must qualify as an individual low- and moderate- income household. Additional proof of household income will be required.
Please refer to the specific information located in the "Program Guide" for this program. You can download it in the "Library" section of this application. You must provide documentation of your complete gross household income and number of members in your household according to the Federal guidelines located in the program guide. You ONLY have to do this if your business is not located in a QCT.
