What is an EIN?

The Employer Identification Number (EIN), also known as the Federal Employer Identification Number (FEIN) or the Federal Tax Identification Number, is a unique nine-digit number assigned by the Internal Revenue Service (IRS) to business entities operating in the United States for the purposes of identification.

What is an UEI Number?

The unique entity identifier used in SAM.gov has changed.

On April 4, 2022, the unique entity identifier used across the federal government changed from the DUNS Number to the Unique Entity ID (generated by SAM.gov).

• The Unique Entity ID is a 12-character alphanumeric ID assigned to an entity by SAM.gov.
• As part of this transition, the DUNS Number has been removed from SAM.gov.
• Entity registration, searching, and data entry in SAM.gov now require use of the new Unique Entity ID.
• Existing registered entities can find their Unique Entity ID by following the steps here.
• New entities can get their Unique Entity ID at SAM.gov and, if required, complete an entity registration.

Registering in SAM.gov is free of charge. If you encounter any organizations or websites soliciting a fee or charge to acquire a UEI number or to charge you for registering in SAM.gov it may be a scam or fraudulent!

1) Financial Condition and Performance Record of Applicant: Attach a current financial statement for the developer.  Include balance sheet and income statement for current year-to-date and previous full year. Include latest Independent Auditors Report (if your organization had one in the last 5 years.) 

2) Resumes, references, and summary of qualifications of Key Staff - How many single-family housing units has the applicant developed, constructed, rehabilitated/remodeled, and sold or leased over the past five (5) years? Attach letters of recommendation or references as they relate to the proposed and previous completed projects should be included with the application. 

Developers and/or partnerships must demonstrate prior experience utilizing government-sponsored housing programs. Considerations in scores include demonstrated history and capacity, whether or not funding was expended within the limits of funding agreements.  (Identify those projects in which City or State funds and/or LIHTC were used.) 

3) Commitment letters or evidence of credit line availability for other financing sources. Attach copies of commitment letters or evidence of credit line availability for other financing sources. Include a report detailing total sources and uses for all properties included in proposal. 

4) Market analysis information - Attach any market analysis information you may have obtained 

5) HUD Affirmative Fair Housing Marketing Plan - Complete and attach the HUD Affirmative Fair Housing Marketing Plan

6) Previous Projects - Name of Project/Location, Type of Project (rental, homeowner, etc.), Funding Sources, Date/Status of Project

7) Proforma - Rental Projects Only. Rental projects must include a 15-year operating pro-forma for the development and ongoing operation that addresses all underlying assumptions. Excel Template is provided in Resource Library and completed pro-forma should be uploaded under the Documents Tab. TBV rental projects will be subject to Davis-Bacon Rate Compliance and Section 3 requirements, and these should be reflected in rental project pro-forma.
