Affordable Housing Fund

City of Wichita – Housing & Community Services Department

The City of Wichita is seeking applications from developers to purchase and rehabilitate existing single-family housing units as part of the Housing & Community Services Department’s efforts to rehabilitate and sustain existing affordable housing in Wichita.

SUMMARY REQUESTED SCOPE OF SERVICES

This project seeks developer partners with experience rehabilitating single-family housing units to provide safe, healthy, and affordable housing to low-to-moderate-income (LMI) households. The selected developer(s) will be responsible for purchasing all units awarded, rehabilitating each unit within the allotted allocation and timeframe, meeting local housing code, Affirmatively Marketing the unit, and securing income-qualified homeowners or renters as end users.

REQUIRED DEVELOPER EXPERIENCE

The selection and recommendation of proposals by the Affordable Housing Review Board (AHRB) will be based on several factors, including:

(1) Development plans and project approach, (2) credentials, qualifications and expertise of development team, (3) financial condition and performance record of applicant (4) sources of financing, (5) Affirmative Marketing Plans, and (6) E/DBE, MBE and WBE Participation, as well as (7) Unit development plans, (8) utilization of public housing units and (9) feasibility of proposed project scope, development plan and timeline. Scale bonus scores will be awarded for utilization of six or more Public Housing units.

Questions must be submitted via email, and they will be answered through an addendum made available to all interested parties.

In submitting an application, vendor acknowledges all requirements, terms and conditions, including exhibits of this document. The proposer must follow the order of the solicitation requests and response to each request in full. All minimum and general requirements should be specifically addressed and detailed in proposer’s response. Exceptions to any part of this document should be clearly delineated and detailed.

What is an UEI Number?

The unique entity identifier used in SAM.gov has changed.

On April 4, 2022, the unique entity identifier used across the federal government changed from the DUNS Number to the Unique Entity ID (generated by SAM.gov).

  • The Unique Entity ID is a 12-character alphanumeric ID assigned to an entity by SAM.gov.
  • As part of this transition, the DUNS Number has been removed from SAM.gov.
  • Entity registration, searching, and data entry in SAM.gov now require use of the new Unique Entity ID.
  • Existing registered entities can find their Unique Entity ID by following the steps here.
  • New entities can get their Unique Entity ID at SAM.gov and, if required, complete an entity registration.
