The Fair Housing Implementation Council (FHIC) is accepting applications for the 2024 Fair Housing Activities Request for Proposal (RFP). Only programs located in or serving residents of the Twin Cities 7-County metropolitan area will be considered.
Solicitations must be received by the application deadline specified and contain all required components to be eligible for review. This is an open, competitive process to award available resources based upon satisfaction of the described criteria. Submission of an application does not guarantee funding.
The Fair Housing Implementation Council (FHIC) is composed of cities, counties, community development agencies and housing and redevelopment authorities that coordinate metro-wide efforts to affirmatively further fair housing and promote fair housing choice regardless of race, color, religion, national origin, sex, disability, family status, creed, sexual or affectional orientation, marital status or receipt of public assistance. Most of the funding members of the FHIC are recipients of Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and/or Housing for Persons with AIDS (HOPWA) dollars which have goals to affirmatively further fair housing.
Funding members of the FHIC include Ramsey, Anoka, Hennepin, Carver, Dakota, Scott, Washington, Bloomington, Eden Prairie, Minneapolis, Plymouth, Saint Paul, Woodbury and Metropolitan Council Cities/Counties/Community Development Agencies/Housing and Redevelopment Authorities.
FHIC solicitations should focus on one or more of the goals listed below, which are further outlined in the 2020 Analysis of Impediments to Fair Housing Choice (AI) Fair Housing Goals and Priorities Section document found in the Digital Library tab.
- Goal 3: Support homeownership for households of color.
- Goal 6: Ensure equal access to housing for persons with protected characteristics, lower-income, and homeless.
Solicitations must address one or more Fair Housing Impediments identified in the most recent 2020 AI which is a thorough examination of structural barriers to fair housing choice and access to opportunity for members of historically marginalized groups protected from discrimination by the federal Fair Housing Act.
