This RFQ is open to for-profit organizations, nonprofit organizations, community-based organizations, individuals, tribes, and tribal organizations and public or governmental agencies serving communities in King County. Individuals, small nonprofits, and community-based organizations are encouraged to apply.

Who Is Eligible

All Interpreters/Captioners and organizations with capacity to provide:

1. Certified verbal language Interpretation;
2. Certified and/or Qualified ASL, and other sign Interpretation; and/or
3. Certified and/or Qualified CART services.

Applicants must also meet the Minimum Requirements or present an alternative to the Minimum Requirements. Minimum Requirements are described in the attached Applications (Attachments 1a, 1b, and 1c) for each language access service the Applicant is applying for.

Who Will Be Prioritized

Eligible Applicants that are embedded in, and culturally responsive to, the King County communities and residents accessing these services will be prioritized to receive contracts.

Eligible Applicants that offer fair and competitive wages and opportunities to their staff will be prioritized to receive contracts. Applicants will be assessed based on Interpreter/Captioner compensation as a percentage of the hourly fee quoted in the Application.

Written Questions 
Anyone interested in applying may submit questions about the RFQ in writing prior to the date and time indicated in the RFQ Timeline through the Contact Admin tab in ZoomGrants or by emailing the RFQ Coordinator at DCHSContracts@kingcounty.gov. The RFQ Coordinator will respond to all questions received by posting an RFQ addendum on ZoomGrants so that all those interested in applying will see answers to all questions asked. Potential Applicants may send in written questions until the February 1, 2022 question deadline.

Info Sessions for Live Questions & Answers

An Information Session is an opportunity for anyone interested in applying to this RFQ to ask questions and receive additional clarifying information about this RFQ directly from King County staff.  Outside these Information Sessions, all communication and questions must be emailed to the RFQ Coordinator, and no other staff member, as detailed in the next section below.

DCHS hosted two online Info Sessions to provide additional information to potential Applicants about the RFQ and answer any questions. All potential Applicants were encouraged attend; however, attendance was not mandatory.

RFQ Communications

All RFQ documents will be uploaded into the ZoomGrants Library tab. 

The RFQ Coordinator is the sole point of contact for this procurement. All communication regarding the subject matter of this opportunity between Applicants and King County must be through ZoomGrants or the RFQ Coordinator, as follows:
