The Salt Lake County Zoo, Arts & Parks (ZAP) program offers this competitive grant opportunity to nonprofit organizations that provide Salt Lake County with arts, cultural, and historical experiences.

FUNDING PURPOSE
Tier II funding should be used to build organizational capacity and enhance the County's cultural offerings to the community. The program also encourages county municipalities, metro townships, and unincorporated community councils to increase their funding of their respective local arts councils by applying for this grant.

FUNDING PRIORITIES
Tier II funds should not be your only source of funding. The Tier II Advisory Board (Board) expects that organizations will also apply for funding or grants from other agencies or sources (such as: Utah Division of Arts & Museums, foundations, corporations, businesses, individuals, etc). Competitive applications are able to show diversified funding. Priority consideration will be given to organizations that have/are:

Diversified cash funds
Strong connection to the community
Committed to working with all communities
Substantial track record
Implemented the described project(s) and/or operation(s)

Competitive Process: ZAP funding is competitive and being funded in previous years does not guarantee future funding. Generally not all applications will receive funding. To read the Scoring Criteria used by the Board, please see the Tier II Grant Application Manual document in the Resources Library.

FUNDING TIMELINE
Applications will be reviewed May - August. Funding recommendations will be submitted to the Salt Lake County Council in August/ September. Applicants will be notified of Board recommendations in September/October. The 2025 cycle funding will be disbursed in January (60% payment of award) and April (40 % payment of award) 2026.

We strongly suggest first-time ZAP applicants contact ZAP staff to discuss eligibility and what to expect from the application and funding process.

ORGANIZATIONS FUNDED IN 2023
If your organization was funded in Tier II in 2023, you must also submit your 2023 Evaluation in ZoomGrants by April 30, 2025 in order to be considered for funding.

Tier II Eligibility Requirements [hide this]

All organizations/projects must meet these basic ZAP eligibility requirements:

Must be a 501(c)3 OR a local arts/cultural agency affiliated with a municipality or township
Only activities held within Salt Lake County may be funded
Only activities open to the public may be funded
Must be arts, cultural, or botanical in focus
Must fall within one of the established ZAP disciplines (ZAP disciplines can be found in the ZAP Tier II Grant Application Manual in the Resource Library.

Organizations cannot expect to receive more than 50% of the annual operating budget of their most recently completed fiscal year from ZAP funds.

Please note: Tier II applicants may qualify and apply for $22,000 or more once the organization has received ZAP funding (in either Tier I or Tier II) for three (3) consecutive years.

If applying for $22,000 or over, the following additional financial documents must be submitted:

All applications requesting $22,000 or over must submit a peer review letter from your CPA firm. This letter is a review of your CPA's processes; it is not the letter from your audit. Ask your CPA for a copy of this letter.
Applications requesting $22,000-$42,999.99 must submit a certified financial review of operating expenses for the most recently completed fiscal year by an independent accountant.
Applications requesting $43,000-$84,999.99 must submit a certified financial audit of operating expenses for the most recent completed fiscal year.
Applications requesting $85,000+ must submit the three most recent consecutive years of audited financial statements.

For requests $22,000 or over, your required financial documentation must be submitted no later than Friday, May 30, 2025. If these documents are not submitted by end of day May 30, the application will not be considered for more than $21,999.99 and may be disqualified.
